Best AI Customer Support Chatbots for Small Businesses (2026)

Short answer: For most small businesses, PepoChat is the best AI customer support chatbot in November 2026. It answers from your own website and files, hands every question it cannot answer to a team inbox on every plan, and costs $0 for 100 AI replies a month or $39 for 1,000. Pick Chatbase or Chatling if you need WhatsApp and Instagram today, Tidio for a store's social inbox, and tawk.to for free human live chat.

  • PepoChat ranks first: free plan, human handoff on every plan, and $39 per 1,000 replies past the allowance.
  • At 3,000 AI replies a month, the cheapest options we priced are Chatling ($45), PepoChat ($117) and SiteGPT ($118).
  • Vendors bill by reply, credit, conversation or resolved outcome, so compare them at your own volume.
  • Every chatbot hands some chats to a person. Decide who answers them before you install one.

This guide is for businesses with 1 to 50 staff, a website, and a small support team or none at all.

We read each vendor's pricing page, help center and integration docs on 6 November 2026 and compared them on setup, answer grounding, human handoff and cost. Prices are in US dollars, on monthly billing unless stated. Answer-quality figures come from our own 50-question test of PepoChat (34 of 42 factual answers fully correct, none invented) and from a test PepoChat published on a customer site; we did not test the other eight tools. For a criteria-first view, see PepoChat's own small business chatbot guide.

WoodBows supplies remote customer support staff, so we focus on what happens to the conversations the AI cannot finish. The setup that works for most small businesses is an AI agent for repetitive questions plus a person, on your team or one of our customer support assistants, for the rest.

How we judged each AI support chatbot

Setup is what you do before the bot's first real answer: add your content and paste the widget.

Answer grounding means the bot answers from your own content, not from the AI model's general knowledge, usually through retrieval-augmented generation (RAG): it searches your pages and files, then writes the reply from what it found. What separates tools is what they do when they find nothing.

Human handoff is the moment a person takes over the same conversation with its full history. Ask where the chat lands and which plan includes that inbox.

The billing unit is what the vendor counts: an AI reply, a credit, a conversation or a resolved outcome. The same 3,000 AI replies a month can cost $45 with one tool and up to $2,059 with another.

The 9 best AI customer support chatbots for small businesses, ranked

1. PepoChat: best overall for small businesses

PepoChat is an AI support agent for websites with a team inbox built in. You sign up free without a card, crawl your site (up to 200 pages, three levels deep) or import a sitemap, add PDFs, Word files or CSVs, and paste one script tag before </body>. On WordPress, the official WordPress plugin (PepoCloud AI Support Agent) only needs your Organization ID.

For every reply, the agent searches your private knowledge base and answers from what it finds. When nothing relevant turns up, or the visitor asks for a person, it hands the chat to the team inbox and emails your team the last messages with a link. The inbox is on every plan, Free included. A Team availability setting covers three cases: your team answers in the chat, answers during business hours only, or never answers live and follows up by email. The AI keeps answering in every mode.

It can also act: 22 prebuilt actions across 13 providers, such as Shopify order status, WooCommerce order lookups, Stripe subscription status and Zendesk or Freshdesk tickets, listed on the PepoChat integrations page. Booking runs through PepoSmart, a scheduling product from the same company.

Pricing is per AI reply, as PepoChat's pricing page shows: Free gives 100 a month, Starter $39 for 1,000, Growth $149 for 5,000 and Scale $499 for 17,000, then $39 per 1,000. Every feature is on every plan except new-lead emails and inbound phone numbers, and when Free runs out, new chats go to your inbox instead of failing. The one public test is the Vidpal customer story: 94 conversations and 8 handoffs on the Free plan from 8 August to 6 November 2026, and in a 14-question test, 7 of 10 factual questions right, 1 partly right, and a person offered instead of a guess on the other 2.

Limits: WhatsApp and Messenger are only in limited rollout, and there is no Instagram, SMS or email channel. There is one AI model for everyone, no published SOC 2 report and no native mobile app, and the "Powered by PepoChat" line shows on every plan. Inbox replies are not emailed to the visitor automatically; you use Send Email.

2. Chatbase: best for one AI agent across WhatsApp, Instagram, email and phone

Chatbase trains one agent on your website, files, Q&A pairs and Notion, offers a model menu across OpenAI, Anthropic, Google and others, and deploys to 16 channels. WhatsApp, Instagram and Messenger come with the $40 Hobby plan; email, phone and its Helpdesk inbox start on Basic at $150 a month, per Chatbase's pricing page. Its Shopify actions handle carts, returns and tracking.

Limits: there is no free plan, only 7-day trials. A reply costs 1 to 5 credits depending on the model, twice that when an action triggers a second model call, and an out-of-credit widget tells visitors the agent is unavailable. Branding removal is $99 a month. See our Chatbase vs PepoChat comparison.

3. Tidio (Lyro): best for online stores that want a social messaging inbox

Tidio is live chat and ticketing first, with 10 seats and email, Messenger, Instagram and WhatsApp in the inbox even on Free. Its AI agent, Lyro, learns from your site (100 pages per scan), Q&A pairs and CSV or PDF files. When it cannot answer, it transfers the chat to an agent, or opens a ticket if nobody is online.

Limits: the AI is a second meter. A Lyro conversation is any conversation with at least one AI reply. Every account gets 50 once, never renewed; after that the add-on runs from $39 a month for 50 to $700 for 1,000, per Tidio's pricing page. Lyro's Shopify order-status template is mainly a Plus feature, from $300 a month.

4. Crisp: best for a flat workspace price with many seats and channels

Crisp charges per workspace, not per seat: Mini is $45 a month with 4 seats, Essentials $95 with 10 and Plus $295 with 20 or more. Its AI agent, Hugo, answers from crawled pages, help articles, files and snippets, and can offer a human when it finds no answer or the visitor seems frustrated. Essentials adds WhatsApp and Instagram.

Limits: Hugo runs on dollar credits that vary with conversation length; Crisp's pricing page puts the included credit at about 90, 450 and 1,350 AI conversations on Mini, Essentials and Plus. Website content is not refreshed automatically, and order lookups are positioned on Plus.

5. Chatling: best low-cost builder with messaging channels and calendar booking

Chatling builds an AI agent from instructions, a knowledge base (a crawl of up to 1,000 pages, files or Notion) and actions. Starter at $25 a month adds WhatsApp, Instagram, Messenger and Telegram, booking works through Cal.com, Calendly or Google Calendar, and every plan has a live chat inbox for chats the Human Handoff action passes on.

Limits: a reply costs 0.5 to 25 credits depending on the model, so the Free plan's 200 credits buy about 40 replies on its base models, per Chatling's pricing page. Out of credits, visitors see an error. There are no native Shopify, WooCommerce or Stripe lookups and no wordpress.org plugin, and routing starts on Growth at $75.

6. tawk.to: best free human live chat with a light AI add-on

tawk.to gives you live chat, ticketing, a knowledge base and a CRM for free, with unlimited agents. Its AI agent, AI Assist, is a per-site add-on: Hobby is free with 100 credits a month, Growth $29 with 1,000 and Business $99 with 5,000. Shopify and WooCommerce order tools come with Growth.

Limits: the default Auto model costs 3 credits a reply, so Hobby covers about 33 replies, per tawk.to's AI Assist billing article. Extra credits are $30 per 1,000, and add-ons such as branding removal are priced per website.

7. Intercom (Fin): best for funded startups and in-app SaaS support

Intercom pairs a messenger, shared inbox, tickets and help center with Fin, an AI agent that also covers email, WhatsApp, SMS, Slack and in-app chat. Fin passes conversations it cannot resolve to the team you choose. Startups with up to $10M in funding and fewer than 15 employees can apply for Early Stage, which includes 300 Fin outcomes a month in year one.

Limits: there is no free plan. Essential is $39 a seat a month ($29 billed yearly) plus $0.99 per Fin outcome, which Intercom's pricing page counts when a customer confirms the fix, stops asking after Fin's answer, or Fin completes a workflow. A customer who goes quiet for 24 hours counts as resolved.

8. Zendesk: best if your team already runs a Zendesk helpdesk

Zendesk is a ticketing system with AI agents on every Support and Suite plan. They answer from your help center, Google Drive and PDFs, escalate to a transfer group, and can check business hours first. If your support already runs through Zendesk, its own AI keeps everything in one queue.

Limits: there is no free plan, and live chat starts on Suite Team at $69 an agent a month ($55 yearly). Each seat includes 5 automated resolutions a month; after that, Zendesk's pricing page lists $1.50 each committed or $2.00 pay-as-you-go.

9. SiteGPT: best for large content sites

SiteGPT trains on your site, sitemap, files, YouTube videos and apps such as Notion and Google Drive, with page allowances from 1,000 to 50,000. It links answers to sources and shows your fallback message rather than guessing, and a person can take over from Chat History on every plan. It also publishes a completed SOC 2 Type II examination.

Limits: there is no free plan, and the trial needs a card. Questions and answers both count as messages, and new bots default to GPT-4.1, which uses ten times the allowance of GPT-4.1 mini, per SiteGPT's pricing page. It cannot check orders, bookings or accounts.

What each chatbot costs at 300, 1,000 and 3,000 AI replies a month

Headline prices hide the billing unit, so we priced the same three workloads for every tool, assuming:

  • Monthly billing, one seat, and the cheapest self-serve plan that covers the volume and gives a person somewhere to answer handoffs.
  • Three AI replies per conversation (our assumption, not a vendor figure) where billing is per conversation or outcome: 100, 333 and 1,000 conversations.
  • Every AI conversation billed on Intercom and Zendesk. Escalations are free on both, so real bills are lower.
  • A 1-credit model on Chatbase and Chatling, GPT-4.1 mini on SiteGPT, and tawk.to's default 3-credit Auto model.

Prices and features from each vendor's own pages, checked 6 November 2026.

Chatling's low figure depends on a 1-credit model, while PepoChat's needs no model assumption because every AI reply counts the same. Check the limit behavior too: PepoChat's Free plan sends new chats to the inbox and Crisp escalates to humans, while Chatbase shows the agent as unavailable and Chatling shows an error. Our guide to replies, credits and resolutions explains each billing unit.

Who answers when the AI chatbot hands off?

An AI agent will not answer everything. Refund disputes, angry repeat customers and questions your content does not cover need a person, quickly.

Woman in white headphones talks while looking at her laptop in a colorful office, as a remote support assistant does on a call
The AI handles the repetitive questions; a person, in-house or remote, takes the conversations it hands off.

Small businesses staff that inbox in three ways: the owner checks it a few times a day, a teammate covers business hours, or a remote assistant works it at the busiest times. WoodBows support staff already handle live chat, help desk tickets and order questions for clients, and you can invite one into the chatbot's inbox like any teammate. See how to hire a virtual assistant through WoodBows.

Check seats first: PepoChat's Free plan has one member and Starter has three, with extra seats at $15 a month. For escalation in more depth, see our ranking of the best AI chatbots with human handoff.

How to choose an AI support chatbot for your situation

If you are a team of one to three and nobody watches chat live, start on PepoChat's Free plan with Team availability set to "No one answers live chat, we follow up by email". The agent never promises a person and asks once for an email address.

If you run a Shopify or WooCommerce store, PepoChat looks up orders by order number, or by full email address on WooCommerce. Pick Tidio if you also want Instagram, Messenger and WhatsApp in one inbox now, or Chatbase if you want the AI to edit carts and process returns.

Stores get the most from a chatbot that can look up an order, not only quote the returns policy.

If you sell software, PepoChat's Stripe actions find a customer by email, check subscription status and cancel at period end. Intercom suits in-app support and Early Stage pricing. Chatbase's Stripe actions also change plans, but need the $150 Basic plan.

If you already use a helpdesk, Zendesk teams can switch on Zendesk's AI agents and keep one queue, while PepoChat can sit on your website and create or check tickets in Zendesk, Freshdesk or Zoho Desk.

If you need WhatsApp or Instagram today, pick Chatbase, Chatling, Tidio or Crisp (Essentials). PepoChat's WhatsApp and Messenger are in limited rollout, and it has no Instagram channel.

If your budget for human chat is zero, use tawk.to. If your site has thousands of documentation pages, SiteGPT reaches 50,000 pages. If you book appointments, PepoChat books real slots through PepoSmart, and Chatling uses Cal.com, Calendly or Google Calendar.

What to do next

Count last month's chat and email questions, multiply by about three replies each, and price the two or three tools that fit you. If PepoChat fits, create a free PepoChat workspace, add your website and run agent tests on real customer questions before you install the widget. If you need people for the handoffs, book a free consultation with WoodBows.

Frequently asked questions

What is the best AI customer support chatbot for a small business in 2026?

PepoChat is our pick for most small businesses. It answers from your own website and files, hands anything it cannot answer to a team inbox included on every plan, and costs $0 for 100 AI replies a month or $39 for 1,000, then $39 per 1,000 extra replies.

How much does an AI support chatbot cost for a small business?

At 1,000 AI replies a month, most tools we priced on 6 November 2026 cost $25 to $150: Chatling on a 1-credit model is $25, PepoChat Starter $39 and Chatbase with its inbox $150. Per-conversation and per-resolution billing grows faster: Tidio, Intercom and Zendesk come to roughly $350 to $725 at that volume under our assumptions.

Is there a free AI customer support chatbot?

Yes, but free tiers differ a lot. PepoChat Free gives 100 AI replies a month with the team inbox. tawk.to's AI Assist Hobby gives 100 credits, about 33 replies, and Chatling Free 200 credits, about 40 replies. Tidio gives 50 Lyro conversations once. Crisp's free plan has no AI, and Chatbase, Intercom, Zendesk and SiteGPT offer trials only.

What happens when an AI chatbot does not know the answer?

A well-configured chatbot says so and passes the conversation to a person instead of guessing. PepoChat hands off to its team inbox when it finds nothing relevant in your knowledge base or the visitor asks for a person. Tidio transfers to an agent or opens a ticket, Crisp can offer a human, and SiteGPT shows your fallback message.

Can an AI chatbot replace a small business support team?

Not completely. An AI agent can answer the repetitive questions at any hour, but refunds, complaints and questions your content does not cover still need a person. In PepoChat's published Vidpal figures, 8 of 94 conversations were handed to the team. Plan who answers those: you, a colleague, or a remote customer support assistant working in the chatbot's inbox.

Which AI support chatbots work on WhatsApp and Instagram?

Chatbase supports WhatsApp, Instagram and Messenger from its $40 Hobby plan, Chatling from its $25 Starter plan, Tidio on every plan including Free, and Crisp from Essentials at $95. Intercom and Zendesk support them too and charge extra for some messaging channels. PepoChat's WhatsApp and Messenger channels are in limited rollout, and it has no Instagram channel.
